Former President Donald Trump has stunned critics and supporters alike by announcing a meeting with Russ Vought, one of the main architects of Project 2025. This comes after months of Trump dismissing the 900-page conservative blueprint as “ridiculous and abysmal” and insisting he had no connection to it.
Now, Trump appears ready to embrace the controversial plan, raising questions about what it could mean for the future of the federal government.
What is Project 2025?
Project 2025 is a conservative policy guide created by the Heritage Foundation, a Washington-based think tank. The document is designed as a blueprint to restructure the federal government if Republicans return to power.
Some of its most controversial proposals include:
- Overhauling or dismantling federal agencies
- Tightening immigration laws
- Withdrawing approval for abortion medications
- Banning pornography
- Punishing Democratic-led states financially

The project was written with input from Trump-era officials such as former CIA Director John Ratcliffe and FCC Chairman Brendan Carr.
Trump’s Past vs. Present Stance
In 2024, Trump repeatedly distanced himself from Project 2025, insisting:
“I have nothing to do with them. Some of the things they’re saying are ridiculous and abysmal.”

His campaign team even criticized the initiative, stressing that it did not represent Trump’s policies.
But as of October 2025, Trump has shifted gears. On Truth Social, he revealed a meeting with Russ Vought, his former budget chief, to discuss which federal agencies could be cut under Project 2025 proposals.
Trump wrote:
“Russ Vought, he of PROJECT 2025 Fame, [will determine] which of the many Democrat Agencies, most of which are a political SCAM, he recommends to be cut.”

Democrats have strongly condemned Trump’s pivot.
- Vice President Kamala Harris warned:
“Project 2025 was Donald Trump’s blueprint to seize unchecked power and restrict Americans’ freedoms. And he is implementing it right in front of our eyes.”
- Former President Joe Biden also made Project 2025 a centerpiece of his criticism during the 2024 campaign.
- Ammar Moussa, former Democratic spokesperson, accused Trump of deception:
“Donald Trump and his stooges lied through their teeth about Project 2025, and now he’s running the country straight into it.”
Even Shalanda Young, President Biden’s former budget director, expressed anger, saying Democrats had warned this would happen:
“I guess Democrats were right, but that doesn’t make me feel better.”
